AppliedRelic NBT Not being applied to some spirit tools

basically ive made a resource pack which use these nbts do display item-skins in spirit tools

but the problem is, a lot of people reported it isnt working, and i looked into the items nbt and sometimes it works other not
its because of the AppliedRelic NBT, which for some reason is not applied in every spirit tools, which doesnt makes sense and afaik shouldnt happen
