Aquatic, Beach, Festive, Floral and Spooky crates have shields and/or bows listed as separate items from the other toolskins

All the tool skins across all crates have the same drop percentages so all of them should be included in the “random (type) tool skin” reward

All the other crates are correct and have all the toolskins in the same reward slot

    Working as intended, as their odds are not actually the same. Each skin type in a crate is its own pool entry, which is why the menu shows “Random Spooky Tool Skin” as one reward and "Pumpkin Shield Skin" as another, and only once a skin is selected does it roll the specific tool. Both show 6.11%, so the Pumpkin shield itself has 6.11% while the Spooky tool skin splits it across its 6 tools, so about 1% each. Merging the shield in would drop it under 1% too. Not all themed skins are a complete tool set, often the shield or bow is the odd one out.

    It would be possible to rework tool skins and merge them (despite having different names), which would naturally slightly raise the odds of the remaining common items, but that is not something currently in consideration. However, a feature request could be opened for such a change. 🙂
