Blocks breaking When not mined AND not dropping

I broke a wooden pressure plate that was ontop of a gravitite repulsor. The repulsor also broke despite not mining it. and DIDN’T drop an item.

The repulsor was not powered and was not mined and yet broke itself.

The issue seems to be that OR blocks think the ‘break-button’ is held down but because the tool to mine is incorrect it doesn’t drop the appropriate block. However the tool was correct for the block I actually was attempting to break
