Can't put Spooky Skin on (platinum) shovel

As the title says, I can't seem to put a spooky skin on a regular platinum shovel. Relogging didn't fix it, and it isn't just me, as I asked Sir_Jrod to try also. The items can be placed in the UI, but the shovel with skin doesn't appear. Nor do I get anything if I try retrieving it in any way from the empty slot.
