casino rule question

Hi, I'm a person who was told about this server by a friend, and I have a question about one of the rules. it says that you can't run a casino, but you can have random giveaways, which has brought me to a question. can i make a free to play casino? Lets make an example: I create a slot machine that anybody can use once per day, and have a chance of winning free stuff (a giveaway), with a side option of paying a fee to play again on the same day, skipping the wait time and having another chance at winning. They don't 𝘩𝘢𝘷𝘦 to pay, but they have the option to spend less time there for more chances. Would this be allowed in the current rules? Or would it be considered against the rules?
