Eels don't spawn as much as they used to

Eels have completely stopped spawning in oceans and can only be found swimming inside shipwrecks. All the other mobs like fish, squids, dolphins and drowned are spawning normally.

This bug makes eels much rarerand makes the yellow warm ocean variant completely unobtainable since it can't spawn anymore.
