Not getting XP

For the past hour, I have not been getting any XP. The orbs still drop from mobs, and I can still pick them up, but my XP does not increase. This also means mending does not work. I had this issue a few days ago, and it seemingly went away on its own, but now it's back. I have no idea what could cause it.
