Riptide Tridents don't work when holding a shield in your offhand

Riptide Tridents don't work when holding a shield in your offhand (and possibly some other items)

When using the trident it does the little animation spin but doesn’t actually move

(*note I have been playing past the best supported versions 1.21 as of now)
