Turtle Helmets Cannot be Enchanted?

I am not sure if this is intentional or not, but I recently discovered that turtle helmets could not be enchanted on the server. The turtle helmet is a brewing ingredient, but is also considered an armor piece; as it has durability and provides protection when worn.
