Anniversary hats becoming switchable cosmetic

I’ve thought about this for a while ever since promo cosmetics having the switchable variations in the wardrobe menu, to have this same functionality added for both the Anniversary and New Years hats.

The idea is to clean up the first page of the menu whilst allowing players to use any of the hats by adding this function to those cosmetics.
