Biome Changing Tool, for building in realms with any existing grass/water/leaf tint that you want

A special new tool that could spawn inside structure loot, which lets you change an adjustable radius around you in your realm to any biome
- Above-ground biomes would let you change to other above-ground biomes
- Cave Biomes would only let you change to other cave biomes
- Nether biomes would only let you change to other nether biomes

Would allow for grass tint, water tint, and leaf tint to all be editable, which would be amazing for building. Especially with pale garden not being in realm presets, itd be nice to be able to get the grass/water color from there onto parts of our realms.
