Make the Hay Cover craftable

The team has said that they don’t like legacy items so making an already circulating one obtainable at would help with that, there’s really no reason not to make them craftable, they’re not just rare collectibles, people actually uses them on their builds but they usually sell for anything from 4k to 10k each, that’s just so expensive for such a simple block

we aren’t asking to add a new block, just to make an already existing one craftable
