New item: Block Arranger

This new item will place blocks like the wooden axe from World Edit. To start placing blocks, you need to fill it with them by right-clicking and holding the cursor over a block. If there aren't enough blocks, it won't place any.

If you need it, I roughly made its craft and texture just for fun lol
