replace jungle fences/slabs/stairs in spires with PALE OAK

when updating the server to 1.21.4 why not updating the spire and blighted badlands? i think the purplish gray would fit better with the pale white than jungle and since the pale oak is kinda a “vanilla blighted” version of a biome, it would be cool
