Shop/Chest Shop Blocks

The server is largely driven by the economy. However, there is no way of selling stuff to other players besides the AH (which is a mess without the ability to search). Adding chest shops (which could still be taxed like the AH) would alleviate AH clutter and allow people to sell bulk items easier.
